Terms of Reference

The Inquiry will conduct its own investigations to enable it to answer to the fullest extent possible the questions raised by the then Secretary of State for Trade and Industry, Mr Alistair Darling. The Secretary of State determined that the Inquiry should be confidential and its process inquisitorial. The terms of reference provide the outline of the Inquiry.
